Op-Ed: Rep. Troy Downing: The Affordable Care Act is in need of reform
Access to affordable health care is one of the most critical issues facing Montana today. The Affordable Care Act needs reform. Costs keep rising, fewer healthy people are staying in the market, and coverage gets more expensive every year. When I was Montana’s Insurance Commissioner, I oversaw the rate filings for the plans sold in our state, year after year. My job was to make sure premiums were actuarially sound.

Montana seniors deserve accountability in Medicare advantage | Opinion
Medicare Advantage is not just an abstract policy for many Montana seniors who rely on it to access doctors, prescriptions, medical care, and peace of mind. Tribal communities deserve a seat at the table in federal housing talks | Rep. Troy Downing

A little over one year ago, the American people gave Republicans in Congress and the White House a mandate: reverse course on four years of disastrous Biden Administration policy that had hollowed America into a shell of its former glory. Ahead of President Trump’s State of the Union address, I’m pleased to report that we have not failed the American people.
The future of made-in-Montana energy
Montana’s energy industry is finally recovering from four years of relentless attacks by the Biden administration and its leftist environmental allies. It seemed like every day the Biden administration brought a new rule or regulation meant to stifle growth and production. Biden’s EPA administrator even accused Montanans of “cheating the system.” All of this caused challenges up and down the supply chain and put Montana jobs in jeopardy.

Congress needs to think beyond Affordable Care Act subsidies
I’m going to tell you something that very few of my Republican colleagues would openly admit. If someone says that health insurance will become more expensive if Congress doesn’t extend Obamacare tax credits, they’re right, but only for those who purchase individual plans on the exchange. What tax credit proponents won’t tell you is that we may cease to have a healthcare system altogether if we continue to indulge calls for these smokescreen subsidies, which hide a rapidly failing system.

Montanans reap what Schumer has sown | Rep. Troy Downing
You reap what you sow. Implied in this age-old adage is the idea that actions not only have consequences, but that you can’t cry foul if your own negligence results in untoward outcomes. The Montanans I represent know plenty about reaping and sowing — for many, it’s their livelihood. Chuck Schumer? Not so much. There’s not a lot of farming in New York City. It therefore comes as no surprise to me when the party he is “leading” bemoans the consequences of the shutdown they created.

Rural America is primed for an entrepreneurial renaissance | Rep. Troy Downing
Rural America is primed for an entrepreneurial renaissance. A recent study ranked Montana as the state with the best opportunities for startups. Data from the Census Bureau and Bureau of Labor Statistics shows that the Treasure State boasts a strong 422 startups per 100,000 individuals and a 41% 10-year startup survival rate. Oregon, Nevada, and Utah occupy the next three spots, followed later by Wyoming and Idaho in the sixth and seventh positions. Starting to see a trend?
Expanding Access to Capital for Rural Job Creators Act (H.R. 1190)
A bill must be passed by both the House and Senate in identical form and then be signed by the President to become law. Bills numbers restart every two years. That means there are other bills with the number H.R. 1190. This is the one from the 119th Congress. We recommend the following MLA-formatted citation when using the information you see here in academic work: GovTrack.us. (2025). We are staring down the barrel of a 26% tax increase | Rep. Troy Downing
We are staring down the barrel of a 26% tax increase. If Congress does not take action to extend the President Donald Trump's tax cuts by Jan. 1 of next year, the average Montana family of four will be out more than $1,400 per year. House Republicans are drafting budget reconciliation legislation that promises to advance President Trump’s full agenda, including making many of the provisions of his landmark tax bill permanent.

Reflections on my four years as Montana state auditor | Troy Downing
As my four-year term as Montana state auditor concludes, I’m incredibly proud of what we’ve accomplished together: Protecting consumers, fostering community outreach, and building a talented team at the CSI (Commissioner of Securities and Insurance). When appointing my staff, I prioritized relevant experience in insurance and securities regulation, a strong work ethic, and a passion for public service.

Troy Downing: Defending the American dream Original
America has been a beacon of hope and justice to the world for hundreds of years. As I reflect on our history, I am filled with pride and thankfulness for the men and women who have forged the paths before us, standing up against injustice and evil. Quote With conservative leadership, we can secure our borders, revitalize our economy, and ensure our nation's strength and integrity for generations to come. I believe the best is yet to come.
Report the Scam Before You Lose Money
By Troy Downing, Montana State Auditor and CSI Montana has the 5th oldest population in the Nation. Additionally, persons over 65 own more than a third of our wealth, while families with heads that are 35 or younger hold a very small 2.9% of the wealth. This wealth concentration contributes to the fact that seniors are often targeted by scammers. Indeed, CSI Investigators estimate over 75% of the financial fraud we investigate involves senior victims.
Troy Downing: Protecting the American dream
A question I am often asked is “Why? Why are you running?” The answer is simple: These United States of America, all she represents, and all of the opportunities she offers have been good to me, and I need to give back. I need to serve. I need to feel that I deserve all that she has offered without asking anything in return.

Bipartisan legislation helped reform Montana's bail bond procedure – Daily Montanan
Bail bonds are integral to the criminal justice system – they allow those charged with crimes freedom to work on their defense and deal with their personal lives and obligations prior to trial. Bail bond agents are responsible for ensuring a person shows up to court. If the person out on bond does not fulfill their obligations, the bond agent will arrest or cause the arrest of that person.

Good policy made with stakeholder involvement
The CSI appreciates all the collaboration and input we received from industry, law enforcement and stakeholders when drafting House Bill 62. The intent of HB 62 was to put reasonable sideboards on fugitive recovery agents - often called "bounty hunters." The input we received from industry was helpful and contributed to multiple amendments as we collaboratively distilled this bill into solid public policy that is clearly in the public interest.
Tort Reform Lowers Costs on Small Businesses
As the Montana Insurance Commissioner, I am often asked about high premiums in certain lines of insurance. One example is rising premiums in wildfire risk areas. This makes intuitive sense − if the risk of fire and loss is higher, the premium increases to ensure the insurance company can cover their potential losses. An area of insurance that is not always as obvious is liability coverage.

A Win for Public Land Access, Hunters and Agriculture
In 2019, WWII veteran Forrest Allen passed away, bequeathing 5,677 acres in Golden Valley County to the Shodair Children’s Hospital. Today, as a member of the Board of Land Commissioners, I was proud to vote in favor of purchasing this land for public use. The purchase, known as the Snowy Mountain Acquisition, is a win for all Montanans and embodies our state’s spirit and generosity. Public lands near this property have been nearly inaccessible to most Montanans for years.

Should Kim Kardashian be your financial advisor?
Are social media denizens tricking you into making bad investment decisions where you lose, and they win? Social media influencers aren't just dancing on TikTok or recording themselves playing video games. The rise of the unlicensed online "expert" sharing tips on investing, trading cryptocurrency, or how to get rich quick is changing the way many people invest. These schemes are growing at an alarming rate making it difficult to protect consumers.
Insurance may not cover a hail damaged roof
When it comes to insuring your home it is important to know there is a significant difference between “Replacement Cost” and “Actual Cash Value” coverage. We’ll get to that shortly. You can’t watch TV without seeing an insurance commercial. Whether it’s Progressive’s Flo, Allstate’s Mayhem, or Jake from State Farm, there is a heavy flow of advertisements for insurance companies.
Op-Ed: Bail or Jail? Montana's Wild West
Montana's Wild West is alive and well as a rogue subset of bounty hunters commit crimes and abuses against defendants on bail, their families and the public. State law gives bondsmen unrestrained arrest powers leading some to employ dangerous tactics that threaten public safety and infringe on defendants' rights.
Funding the American Dream
There is a lot of confusion about when an investment in a company becomes a “security” and what the legal requirements are once it does. If you and a friend or family member join forces to start a business, and you both invest money into that business, and you both have control and decision-making power in that business, it is likely more of a partnership and not necessarily a security. If you have investors with limited or no control of the business, that ownership is likely a security.
