1. Introduction As a resurgence in the space industry, the declining cost of producing and launching nanosatellites has stimulated exponential growth in low Earth orbit (LEO) constellations over the past two decades [1,2]. The volume of space-native raw data increases exponentially with constellation size, and due to the bandwidth constraints of the satellite–ground link, timely downloads of all the updated data are not achievable [3].
