BUDA, Texas — Nearly halfway through the school year, teachers and students at Jack C Hays High School are seeing the effects of Texas’ new cellphone ban — and many say the changes are hard to miss. House Bill 1481, which took effect Sept. 1, prohibits student cellphone use during the school day in public schools statewide. At Hays High in Buda, students stash their phones in backpacks when the first bell rings and don’t take them out again until dismissal.
