The New York City Department of Parks and Recreation plans to remove the crumbling mosaic and replace it with an installation of more durable material. Artist Patrick Clark maintains that the hand-cut, 44,000-piece mosaic – which honors those on the Rockaway Peninsula lost on 9/11 – can be repaired with durable materials for a fraction of the cost of replacement.
