When an ICE officer fatally shot a man during a traffic stop in Biddeford, Maine, this week, federal officials quickly assured the public that the shooting would be investigated. But after a series of similar incidents, the question is no longer whether the shooting will be investigated, but whether the public can have confidence in the process.
