Rex Russell of Perrysburg has always looked forward to the summer season, he said. He loves the warm weather, painting in the outdoors, and all the summer festivals, the Crosby Festival of the Arts being one of them. “When the rain comes, if the rains do come, they clear up,” Russell said. “It’s just that essence of summer that I just love.” But for a month or two, it seemed like there would be a gap in his plans since the Crosby art festival moved to Elmore, Ohio.
