Six more weeks of winter: Phil sees shadow on Groundhog Day
PUNXSUTAWNEY — Bad news for those pining for an end to a long, cold Pennsylvania winter — we’re bound for at least six more weeks of it, as Punxsutawney Phil saw his shadow Sunday morning, Groundhog Day. The weekend holiday brought a record crowd to Gobbler’s Knob, as well as to the various festivities taking place all throughout town. The grounds were packed with Phil’s Phaithful braving the chilly night for a glimpse of the Seer of Seers and Prognosticator of Prognosticators.
GROUNDHOG GOOFINESS: TOP TEN CARTOONS OF THE WEEK
Another year, another Groundhog Day, marked by gullible people trusting a weather forecast spewed by a buck-toothed marmot lacking the ability to speak. John Darkow’s image of the four-legged furball predicting six more weeks of stupid politics (seems like a safe bet) was easily our most reprinted cartoon of the week.

Do You Think Boise is One of the Best Cities for Dating?
If you’re single and living in Boise, then I have great news for you… apparently Boise is a major hotspot for dating! Would you have guessed that? Yeah, me either. I mean not that it's bad for dating, but I just wasn't expecting it to be among the best. Boise was featured this year on a list of The Best and Worst Cities for Singles in America by Healthy Framework, and Boise is apparently the 6th best city in America for those of us who are single. Gosh.
Crimes and Miss Delaware: Aubrey Plaza Breaks Bad • Journal • A Letterboxd Magazine
You mentioned Little Demon earlier, your upcoming animated FX show, which I was so excited watching the trailer for and seeing that it’s set in Delaware. What does that Delaware setting bring to the personality of the show? Seth Kirschner, one of the co-creators, is one of my best friends who I met at the Wilmington Drama League. We went to Mount Pleasant High School, and then went to New York and we all came up together in the comedy scene in New York.
Why does Markov Decision Process matter in Reinforcement Learning?
Photo by janan lagerwall on Unsplash For most learners, the Markov Decision Process(MDP) framework is the first to know when diving into Reinforcement Learning (RL). However, can you explain why it is so important? Why not another framework? In this post, I will explain the advantages of MDP compared to the k-armed bandit problem, another popular RL framework. The post is inspired by an RL specialization offered by University of Alberta and Alberta Machine Intelligence Institute on Coursera.
Reinforcement Learning By Groundhog Day
Groundhog Dayis one of the most popular comedy movies made in 1993. The movie is about a weather man,Phil Connors (Bill Murray), stuck in a time loop in which he lives the same day over and over again. The movie is not only funny but brings us thoughtful insight on the real meaning of life and happiness. More importantly, from a Data Science point of view, this movie provides a perfect setting of reinforcement learning (RL) simulation.

FROMA HARROP COLUMN: A shutdown not to remember
By Groundhog Day, the government shutdown will have been largely forgotten. That's a guarantee. As memory of that long weekend fades, the matter of whether Democrats won, lost or tied in the deal to reopen the federal government will be of little consequence -- at least to those of us who have lives. But the shutdown did highlight three realities for Democrats going forward. Reality No. 1: It's not quite true that Republicans control both houses of Congress.

China Sees First Offshore Default By State-Owned Firm In Two Decades
That’s what Guosen Securities (China's eighth-largest investment bank) had to say when asked about FT’s assertion that the investment bank’s Hong Kong affiliate has defaulted on a dim sum bond. Apparently, an affiliated SPV issued the debt back in 2014 and according to Bank of New York Mellon (the offering’s trustee), Guosen HK is in violation of some part of the bond’s keepwell agreement.
Bonds, Bullion, & Black Gold Bidless But Stock-Bounce Sticks
"Just one more wafer-thin mint of monetary-easing?" This was the greatest quarterly comeback in the history of stocks... So with that said, stocks remain the big winner post-Yellen as all the gains for bonds, bullion, and black gold are erased... S&P Futs saw VWAP buying orders at the open but selling pressure built... As VIX was crushed...extending its drop post-Yellen... To its lowest close since August 17th 2015 (right before the China collapse)...
An Output Freeze Is Still The Big Red-Herring For Oil
The way things are shaping up on the oil price panic barometer, 17 April is now a D-Day of sorts for the industry. It’s the day both OPEC and non-OPEC countries will (reportedly) sit down together in Doha, Qatar, to work towards an output freeze deal.
Bad News For The Bears: Gartman Will Be Long VIX Until The S&P Hits 2,118
Yesterday morning, after reading the latest Gartman letter, we reported that in what may have been the worst possible news for vol longs, Gartman said he had become a "buyer of the VIX." As a reminder this is what he said: NEW RECOMMENDATION: we are taking a “punt” on the short side of the equity market, but this time we shall do so by buying volatility; that is, we shall buy the VXX volatility index ETF listed on the NYSE and we shall do so upon receipt of this commentary and the market’s...
Housing Starts Beat Expectations, As Slowdown In Rental Permits Suggest Further Rent Increases In Coming Months
Coming at the same time as an inflationary report which showed Core CPI rising at 2.30%, or the highest rate since October 2008, and one which will put further pressure on the Fed to hike rates as shelter inflation is now simply too big to sweep under the rug, we also got February's housing starts and permits, which while painting a mixed picture of the US housing market suggested further strength in the US housing sector in the past month.
Goldman Does It Again: Dollar Plummets After Goldman FX Says "Dollar Rally Far From Over"
Goldman's Robin Brooks has to be a sadist: that is the only way we can explain his ability to crush the greatest number of Goldman clients at every possible opportunity. First, of course, it was his call to go very short the EURUSD ahead of the December ECB meeting, which however led to the biggest EURUSD surge since the announcement of QE1.
Business Is "Worst Since The 80s Recession" - Kansas City Fed Survey Crashes To 7-Year Lows
The Kansas City Fed Composite Index has not been positive for 13 months and February's below expectations print of -12 is the worst since April 2009. The Fed unleashed QE3 the last time KC Fed dipped... and this time is dramatically worse... Both MoM and YoY, every single component of the KC Fed survey is down, and down hard with employment-related indicators collapsing. Finally we let the respondents speak for themselves...
Cable Crashes To 7 Year Lows As Brexit Battle Begins
With the UK's referendum on EU membership due in four months, it appears the market is gravely concerned about the possibility of Brexit. Despite the unleashing of Project Fear (both military and corporate fearmongery), cable (GBPUSD) has crashed 2.3% (the most in 7 years) to its lowest in 7 years, and both FX volatility and credit risk Brexit indicators are soaring to record highs. Just as we warned, Friday's dubious gains have evaporated and cable is crashing to 7 years lows...
No shadow: Punxsutawney Phil ‘predicts’ early spring
PUNXSUTAWNEY, Pa. – The handlers of Pennsylvania’s most famous groundhog, Punxsutawney Phil, said the furry rodent failed to see his shadow at dawn Tuesday, meaning he “predicted” an early spring. “Is this current warm weather more than a trend? Per chance this winter has come to an end? There is no shadow to be cast, an early Spring is my forecast!,” read Jeff Lundy, vice president of the Inner Circle of The Punxsutawney Groundhog Club.
Japan Just Lit the Fuse on a $9 Trillion Debt Bomb
On Friday the Bank of Japan implemented Negative Interest Rate Policy, or NIRP. It is the second Central Bank to do so. The European Central Bank or ECB first went to NIRP in June 2014. Thus, between Japan and Europe, over 20% of the world’s GDP is being managed by a Central Bank with NIRP. More importantly, TWO major currencies in the world are now at NIRP while the US Dollar is at 0.5%. Why does this matter? Because hundreds of billions of Dollars in capital will be fleeing Japan to come to the US.
When 3 Trillion Just Isn't Enough: Analysts Fret Over "Worrying" China Reserve Burn
“China Finds $3 Trillion Just Doesn't Pack the Punch It Used To,” a Bloomberg headline from Friday morning reads. “China’s $3 trillion-plus in foreign currency reserves, the biggest such stockpile in the world, would seem to be a gold-plate insurance policy against the country’s current market chaos, a depreciating currency and torrent of capital leaving the country,” Bloomberg writes, before citing a number of sources who say that in reality, $3 trillion aint what it used to be.

STRP Sliding After Another Research Report Accuses Company Of Fraud, "Fair Value Is $1.00-$2.00"
Following the recent market wobble, the "evil short-sellers" (as opposed to wonderful stock pushers) have come out of the woodwork in force, and piggybacking on the Valeant fiasco which was the result of two research reports which caught something that no other sellside analysts had seen and have sent the stock plummeting, feeling emboldened that their time in the sun has come again.
It's Just Not Saudi Arabia's Year: First Oil Prices, Now This...
Last week, in the latest sign of Saudi Arabia’s deteriorating financial condition, S&P downgraded the kingdom to AA- negative citing “lower for longer” crude and the attendant ballooning fiscal deficit.
The Last Time The 2 Year Auction Was This Ugly, Greece Was About To Have Its First Bailout
Following today's mauiling of the short end, few were expecting a strong 2 Year auction. They did not get it. As widely expected, the yield of 0.824% jumped from 0.699% a month ago to a level seen in April of 2010. The good news: it wasn't as bad as it could have been: the When Issued was trading at 0.825% at 1pm. The Bid to Cover was ugly too, because at 3.013 this was the lowest implied demand for 2Y paper since May of 2010.
Junk Bonds Bode Badly For Bubbly Stocks Amid "Slow Moving Train Wreck"

Subprime Auto Goes Full-Retard: Lender Sells $154 Million ABS Deal Backed By Loans To Borrowers With No Credit
If you frequent these pages, you may remember Skopos Financial, the subprime auto lender that’s been busy packaging all manner of questionable auto loans and offloading credit risk to investors via some of what can only be described as the most noxious looking ABS deals in the history of securitization.
A Brief History Of Crime: How The Fed Became The Undemocratic, Corrupt & Destructive Force It Is Today
Perhaps the most famous, and prescient, financial cartoon in American history is the depiction of the Federal Reserve Bank as a giant octopus that would come to parasitically suck the life out of all U.S. institutions as well as free markets. The image is taken from Alfred Owen Crozier’s US Money Vs Corporation Currency, “Aldrich Plan,” Wall Street Confessions! Great Bank Combine, published in 1912, just a year before the creation of the Federal Reserve.
Moody's Says Failure To Raise Debt Limit Does Not Mean Default As Jack Lew Pleads To "Honor Our Obligations"
In an op-ed released today in the USA Today, the US Treasury Secretary takes his appeal to raise the U.S. debt target once again, this time to the $19.6 trillion number disclosed here previously, by pointing fingers at "some in Congress" who "are endangering this progress by once again manufacturing a crisis for our country. By waiting to the last minute to act on the debt limit, Congress could cause a terrible accident.
The Fed's Inconvenient Truth (In 1 Hope-Crushing Chart)
Year after year, economic growth collapses from "hope" to "nope." The question we are surprised everyone is not asking is, after 6 years of experimental extreme monetary policy that is utterly failing to create anything like escape velocity, isn't The Fed's inconvenient truth that they are impotent (as opposed to omnipotent) at anything other than financial asset inflation and the transitory mirage of wealth creation? Charts: Bloomberg Average: Your rating: None Average: 5 (5 votes)
The World Hits Its Credit Limit, And The Debt Market Is Starting To Realize That
One month ago, when looking at the dramatic change in the market landscape when the first cracks in the central planning facade became evident and it appeared that central banks are in the process of rapidly losing credibility, and the faith of an entire generation of traders whose only trading strategy is to "BTFD", we presented a critical report by Citigroup's Matt King, who asked "has the world reached its credit limit" summarized the two biggest financial issues facing the world at this...
Elliott's Paul Singer: "In A World Of Intentionally Degraded Currencies, Gold Should Be In Everyone's Portfolio"
Gold is reversing its earlier losses as retail sales weakness prompts expectations of moar easing to save the world. This among other reasons is why Elliott Management's billionair manager Paul Singer told a conference in tel Aviv this morning that he likes gold and the precious metal "should be in every portfolio." Noting that it has been "treated unfairly," Singer says gold should be as much as 10% of everyone's assets.
Viral Video Claims To Prove US Support Of ISIS In Iraq
While Russian warplanes over Syria have been systematically eradicating - and providing supporting video evidence - countless ISIS outposts and command centers over the past two weeks in Islamic State-held territories (even if in the process they may have taken on some of the CIA-supposrted "moderate rebels" whose only purpose was to remove Assad and are now left without US support), many have been wondering just what the US airforce, which over the past year has been engaged in "supporting...
