When Zohran Mamdani is sworn in as New York City mayor on January 1, he’ll have a chance to champion numerous policies to improve conditions in the New York City jails, including the notorious Rikers Island. Mamdani will inherit a jail system plagued by rampant mismanagement resulting in chronic staffing dysfunction that breeds a culture of neglect, abuse, and violence. And based on nearly every indicator, the brutality is getting worse, not better.

New York’s Clean Slate Act

In 2023, New York became the 12th state to enact a clean slate law, which limits access to some criminal conviction records. By 2027, New York’s law will have sealed the conviction records of people who have completed their sentences and stayed free of other convictions for a set number of years — three years for misdemeanors, eight for felonies. At a time when other criminal justice reforms faced backlash or stalled, proponents of New York’s Clean Slate Act succeeded.

What’s Next in the Federal Court Takeover of Rikers Island

For the first time since its founding over 400 years ago, New York City soon won’t run its own jails. Instead, a federal judge will. In May, after finding the city in civil contempt of several court orders to stem excessive force and violence, Chief U.S. District Judge Laura Taylor Swain temporarily stripped the city’s authority over its jail system, which includes the sprawling Rikers Island complex.
