President Trump’s visit to China began with a grave warning. Chinese President Xi Jinping told the U.S. delegation that a mishandling of policy with Taiwan could lead to “clashes and even conflicts” with the United States. In diplomatic parlance, it was an unmistakable shot across the bow. This was a statement from an emboldened Xi, who is increasingly confident in Chinese military power and unconvinced the U.S. is capable of the deterrence it once projected across the Pacific.

About 15 months ago, I was having coffee with Matt Singer, an acquaintance from my long-ago days in Missoula, who was passing through Helena on a snowy December morning. Singer is the founder of National Voter Registration Day, a nonpartisan civic holiday that each September creates broad awareness of voter registration opportunities.
