ABSTRACT Urban planning has long been a point of tension between state and local government in New South Wales. This tension re-emerged in 2023 with the state government’s Transit Oriented Development (TOD) program, particularly its proposal to apply blanket upzoning across 37 railway and metro station precincts; local governments criticised the program for ignoring local conditions and planning priorities.

One of the most basic axioms in Australian politics is that voters support rising house prices. John Howard expressed this axiom when he infamously remarked that no one had ever told him “I’m angry with you for letting the value of my house increase”. Housing Minister Clare O’Neil did the same, commenting, during the 2025 federal election campaign that her government was “not trying to bring down house prices” but rather achieve “sustainable price growth”.
