Two state lawmakers are pushing a bill that would create caps on how much counties pay for kids in foster care. Updated Aug. 19, 2026, 11:12 a.m. ET Two Ohio state representatives are proposing a bill to cap foster care costs. The proposal follows a case where Vinton County faced potentially bankrupting costs for 16 high-needs children. Ohio spent $1.66 billion on child protective services in 2025, a 77% increase over the last decade.
