A worker sleeps in a delivery truck in Yangon En juin 2025, l'OIT a déclenché des sanctions au titre de l'article 33 contre le Myanmar [nom officiel de la Birmanie depuis 1989 sur décision de la junte au pouvoir] pour violation de la convention n° 87 - liberté syndicale et protection du droit syndical - et de la convention n° 29 - travail forcé. C'était la deuxième fois que cette mesure était utilisée contre le Myanmar, après la première occurrence sous le régime militaire de Than Shwe.

Mandalay et Sagaing ont été les villes les plus touchées, avec 30 à 80 % des bâtiments ont été détruits ou endommagés. Mandalay, deuxième centre d'affaires de Birmanie, sert de réseau commercial clé entre les régions du nord et du sud, ainsi que de porte d'entrée vers l'Inde et la Chine. Sagaing, située à seulement 25 km, dépend économiquement de Mandalay. Le pont d'Ava reliant les deux villes s’est effondré.
