The IRS will propose regulations “in the very near term” on affiliate cost-sharing agreements to reflect changes made to research and development expensing in Republicans’ 2025 tax law, a top official said Wednesday. The law amended tax code Section 174A to make permanent companies’ ability to immediately expense their domestic R&D costs in the same year they were incurred.

Treasury Replaces Top Tax Policy Official After Kies’ Departure Original

Kevin Salinger will be assistant secretary for tax policy effective immediately following the departure of Kenneth Kies. The announcement came in a Treasury email seen by Bloomberg Tax. Salinger will also serve as acting IRS chief counsel, according to a person familiar. He is the latest person to serve in that role after multiple departures in the second Trump administration. He had been serving as deputy assistant secretary for tax policy at the Treasury Department.
