PORTLAND, Ore. (KPTV) - The Salvation Army is asking a judge to dismiss a lawsuit accusing the organization of improperly maintaining Portland’s NW Northrup shelter, which was originally set to close Tuesday but has been extended to operate through the end of the year. The owners of a Pearl District apartment complex are suing the City of Portland and the Salvation Army, claiming the low-barrier, overnight shelter has brought problems to the neighborhood and lowered property values.
