Mulligan in Bloomberg: Petrofac’s 7,300 Jobs at Risk as Firm Enters Administration
Haynes Boone Partner Michael Mulligan spoke with Bloomberg after UK energy services provider Petrofac Ltd filed to enter administration after the latest plans to restructure its balance sheet unexpectedly fell through, putting thousands of jobs at risk. The firm employs around 7,300 people globally and has been trying to strike a deal with creditors for over a year, while safeguarding key business deals that could keep the firm afloat.

The Importance of Fairness: Legal Lessons from Petrofac for Shipping and Energy Company Restructurings | JD Supra
The English Court of Appeal (COA) in Re Petrofac Limited & Petrofac International (UAE) LLC [2025] EWCA Civ 821 ruled on one of the most significant restructuring rulings since Virgin Active and Thames Water. Petrofac, an oilfield services group, proposed two interconnected restructuring plans in December 2024 under Part 26A of the Companies Act 2006 (Part 26A) to tackle more than US$1.1 billion of secured debt and raise approximately US$300-350 million in new financing.

Part 26A restructuring plans - where are we now for the restructuring tool of choice?
We predictedground-breaking cases for restructuring plans as they evolve alongside parallel proceedings in various jurisdictions and 2024 has not disappointed. Recently, Thames Water, Britain’s biggest water supplier, has launched a restructuring plan to address its US$19.6 billion of debt, with the sanction hearing anticipated to take place in January 2025.

Universal conductivity at a two-dimensional superconductor-insulator transition: The effects of quenched disorder and Coulomb interaction
We calculate the zero-temperature dc electrical conductivity in the collisionless ℏω/kBT→∞ limit at superconductor-insulator transitions in the (2+1)d XY model universality class. We use a dual model consisting of a single Dirac fermion at zero density, coupled to a Chern-Simons gauge field and in the presence of a quenched random mass, with or without an unscreened Coulomb interaction. Our calculation is performed in a 1/Nf expansion, where Nf is the number of Dirac fermions.
Weiss oscillations in Galilean-invariant Dirac composite fermion theory for even-denominator filling fractions of the lowest Landau level
Standard field theoretic formulations of composite fermion theories for the anomalous metals that form at or near even-denominator filling fractions of the lowest Landau level do not possess Galilean invariance. To restore Galilean symmetry, these theories must be supplemented by correction terms.
Partial fillings of the bosonic ${E}_{8}$ quantum Hall state
Abstract We study bosonic topological phases constructed from electrons. In addition to a bulk excitation energy gap, these bosonic phases also have a fermion energy gap, below which all local excitations in the bulk and on the edge are even combinations of electrons. We focus on chiral phases, in which all low-energy edge excitations move in the same direction, that arise from the short-range entangled E8 quantum Hall state, the bosonic analog of the filled lowest Landau level of electrons.
Current algebra approach to two-dimensional interacting chiral metals
Abstract We reinterpret the chiral U(N) Wess-Zumino-Witten (WZW) model at level k>1 in (1+1) dimensions as an interacting chiral metal in two space dimensions. In this reinterpretation, spatial translations along one of the spatial dimensions in the two-dimensional chiral metal arise from a generator of the U(N) symmetry of the WZW model. The WZW model at k=1 is equivalent to Balents and Fisher's free chiral metal [L. Balents and M. P. A. Fisher, Phys. Rev. Lett. 76, 2782 (1996)].
Random magnetic field and the Dirac Fermi surface
Abstract We study a single two-dimensional Dirac fermion at finite density, subject to a quenched random magnetic field. At low energies and sufficiently weak disorder, the theory maps onto an infinite collection of 1D chiral fermions (associated to each point on the Fermi surface) coupled by a random vector potential.

Fun and Fellowship Among Horsefolk
Horsewomen and horsemen of the Valley, including die-hard mule devotees, can now claim membership in a chapter of the national organization of the Back Country Horsemen. Founded in 1973, this group thrives in 32 states and is dedicated to perpetuating the commonsense use and enjoyment of horses in America’s backcountry and wilderness.
Partial equilibration of anti-Pfaffian edge modes at $\ensuremath{\nu}=5/2$
Abstract The thermal Hall conductance K of the fractional quantum Hall state at filling fraction ν=5/2 has recently been measured to be K=2.5π2kB2T/3h [M. Banerjee et al. Nature (London) 559, 205 (2018)]. The half-integer value of this result (in units of π2kB2T/3h) provides strong evidence for the presence of a Majorana edge mode and a corresponding quantum Hall state hosting quasiparticles with non-Abelian statistics.
BLOG: Coronavirus – prevention is better than cure - Airport World Magazine
While it is still early days, the unprecedented impact of coronavirus is already causing massive challenges to people, business and supply chains, writes Shakespeare Martineau's insolvency partner, Michael Mulligan. With Flybe’s collapse the fourth significant UK airline failure since 2017 – and coronavirus heralded as the final nail in its coffin – this could signify that hard times are ahead for airlines, airports and their suppliers.
Health Beat: Blood clots and birth control
SEATTLE - Marilyn Wightman thought losing weight would ease her sudden mysterious shortness of breath in 2009. It didn't. Then, she fainted on the stairs. "The first question my doctor asked was, 'Are you taking Depo-Provera?' I'm like, 'Yeah,' and he's like, 'Oh, that's it,'" Wightman recalled. He put her on blood thinners, but she was in and out of the hospital, until last year, when her doctors told her that, without surgery, she had a 10 percent chance of living five years.

Michael Mulligan: Prescription heroin could save lives
As of the end of November, 755 people had died of drug overdoses in B.C. Prescription heroin could greatly reduce this toll. One of the principal reasons for the large number of overdose deaths has been the increasing presence of fentanyl, an opioid 100 times more powerful than heroin. Fentanyl is often substituted for, or added to, other illegal drugs. A single envelope of pure fentanyl is enough to produce thousands of pills and tens of thousands of dollars in profit.
