The recent settlement between the California Department of Insurance, Consumer Watchdog, and State Farm offers welcome relief to policyholders, who will now suffer less of an increase than what State Farm had requested. But while we should applaud the relief brought by the lawsuit, the fact the lawsuit was even necessary is the result of two catastrophic failures by the Insurance Commissioner.
