For nearly a decade, the logistics jobs at Tradepoint Atlantic beckoned to eastern Baltimore County residents for the same reason they flocked to positions at the huge steel mill it replaced: They paid well, were reasonably close by and offered advancement opportunities within global companies. But even though Tradepoint was less than 10 miles from White Marsh, Rosedale/Golden Ring and Essex, it remained tantalizingly far away for those without cars.

The Porter House nosed out of Jones Creek, threaded Old Road Bay and motored toward the expanse of the Patapsco River, where the Francis Scott Key Bridge once loomed over the horizon. But all the Girl Scouts onboard could see were fragments, the roadbed seemingly snapped in two unconnected pieces. Kira Brooks, 7, had one question: “How did it break?” Her mother, Berkshire Elementary School Principal Cheryl Brooks, explained that a boat ran into it.
