250 years of the Rule of Law in America
Fundamentally, there are two types of government: government of men and government of laws. In the former, government is conducted by a ruler's arbitrary exercise of power. This type of government is exemplified by various forms of autocratic and authoritarian regimes. In a government of laws, the law rules and the people participate in the creation of the laws. Because of this description, a government of laws is characterized as one in which the Rule of Law prevails.
