When Tulane University announced last month it had reached an agreement to take control of the long-stalled effort to redevelop the former Charity Hospital downtown, Andy Kopplin was among those cheering the most. Since 2016, Kopplin has served as president and CEO of the Greater New Orleans Foundation, backer of the BioDistrict, which would bring together hospitals, research and teaching institutions to reinvigorate downtown and stimulate the economy.
