Charting a Path Forward for the U.S.-Ukraine Minerals Deal
In early May, the U.S., Russia, and Ukraine underwent a week of diplomatic oscillations—bookended by the May 16 Istanbul peace talks and a May 19 Trump-Putin phone call—that produced little in the way of concrete commitments, and proved relatively unsuccessful in moving the needle on the Kremlin’s desire to conduct its war on Ukraine. Almost simultaneously, however, in Kyiv the United States and Ukraine finalized the details for a new U.S.-Ukrainian economic relationship.
Did the TTC Deliver with Fran Burwell and Tyson Barker
On May 30-31, the fourth ministerial meeting of the U.S.-EU Trade and Technology Council was held in Luleå, Sweden. All eyes were on this meeting, after previous ministerials failed to produce concrete results due to fissures in transatlantic industrial policy. Items on the agenda for Luleå included artificial intelligence, quantum computing, and new initiatives for green transitions.

TechCrunch Japan
A New Foreign Policy for Germany?
A New Foreign Policy Outlook Germany’s new ruling coalition has laid out an ambitious agenda that offers a strikingly progressive domestic policy and the promise of newly assertive foreign policy. The two will need to work in tandem for Germany to be seen as a global leader. Gone are the opportunist and mercantilist leanings of the Merkel government on China.

TTC Lift-off: The Euro-Atlantic Tech Alliance Takes Shape
As John Steinbeck once wrote, “to find where you are going, you must know where you are.” The choice of Pittsburgh to inaugurate the EU-US Trade and Technology Council (TTC) was no accident. Over the past decade, the coal and steel titan has been reborn as a world-leading research hub in artificial intelligence (AI), headquarters to the largest lunar logistics robots and home to world’s first Computer Emergency Response Team (CERT).
Future US-German ties depend on managing the transatlantic tech relationship
German Chancellor Angela Merkel’s visit to Washington is a symbolic capstone to a 16-year era U.S.-German cooperation under her leadership. It also sets the stage for a new chapter of U.S.-German ties, one more fit for the challenges of the next decade.
Future US-German Ties Depend on Managing the Transatlantic Tech Relationship
Merkel and President Biden can set the agenda for the defining issues for relations and the transatlantic partnership for decades to come. Signs have been promising. Merkel is the first European leader invited to Washington. The Biden administration nominated its first G7 ambassador to Germany. The US and Europe have made efforts to bridge challenges on Boeing-Airbus, tariffs, taxation, technology, regulatory issues, WTO reform, Iran, NordStream2 and climate change.
Biden’s Mission to Defeat Europe's Bid for Digital Sovereignty
In the 1960s, mainframe computers, aeronautics, space, nuclear research, and semiconductors occupied the front lines of geopolitics. Powers in Europe were wracked by the thought of suffering a “technological gap” with the United States. Authoritarian leaders accused the United States of trying to use technological power as a vehicle for domination, even as authoritarian tech was on the rise in new domains and attracting support across the global south.
Europe’s Capacity to Act in the Global Tech Race
Introduction 2021 Stakeholder Snapshot Artificial Intelligence Cloud Computing Semiconductors 5G and Mobile Networks Quantum Computing Conclusion In the twenty-first century, technological innovation is driving geopolitical, economic and military competition. The US and China are leading the field. The risk of an emerging global bipolar technology environment is looming; one that could force third countries to come down on the side of the US or China.
2021 Is the Year the Internet Gets Rewritten
Big Tech’s post-insurrection backlash against U.S. President Donald Trump and the right-wing online incitement machine were unprecedented. Within days, Facebook and Twitter locked Trump’s accounts. Then Shopify, Twitch, Snapchat, and others followed suit. Stripe and PayPal cut off payment processing for Trump material. Google Play and Apple’s App Store removed the app Parler for its refusal to moderate its increasingly violent content.
Breaking the Transatlantic Data Trilemma

Key Findings The incoming Biden administration provides a new opportunity to address the thresholds and accountability for bulk data collection on foreign nationals, particularly for allied democracies, in a way that could resolve this issue more permanently.
Democratic Source Code for a New U.S.-EU Tech Alliance
Code is law. Lawrence Lessig’s 1999assertion was that in a digital world, programmers were scripting a values system into their technology, often in a fit of absent-mindedness. Twenty years later, the U.S. and Europe are living in the geopolitical landscape those early pioneers created. One-time plucky startups have grown into supergiants vacuumingup ever more data and market share.

COVID-19 Pandemic Conspiracy Theories Are Taking Over German Democracy
On Aug. 29, 38,000 people amassed in Berlin for Europe’s largest protest against COVID-19 safety measures and lockdowns. The eclectic mix of right-wing extremists, conspiracy theorists, anti-vaccine activists, club kids, and New Age esoterics blurred political messages.

Berlin's floundering tells an ominous story about Europe's technological leadership during the pandemic-and afterward.
Germany's Angst Is Killing Its Coronavirus Tracing App
Germany has long been Europe’s cradle of techno-ambivalence. So when Berlin raced to embrace digital technologies to fight COVID-19, some observers took it as a new chapter in the country’s economic leadership. If it seemed too good to be true, however, that’s because it was. Berlin’s efforts are floundering in a sudden, and telling, fashion. Even at a time of unprecedented crisis, Germany seems fated to slow down the continent’s technological advancement. The early signs had been auspicious.
The Coronavirus Pandemic Tells a Tale of Trump, Macron, and Merkel
Argument Over 24 hours, Trump, Macron, and Merkel each addressed their nations—and revealed their very different understandings of the world. U.S. President Donald Trump, German Chancellor Angela Merkel, and French President Emmanuel Macron attend a ceremony at the Arc de Triomphe in Paris on Nov. 11, 2018.

Europe Can't Win Its War for Technology Sovereignty
There are no bronze medals in the artificial intelligence race: That was Kai-Fu Lee’s tart rejoinder when talking about Europe’s future in the geostrategic AI game. Lee is a Chinese tech entrepreneur and sort of geotechnical Alexis de Tocqueville. His point was that in the geopolitical race for AI dominance, it is the United States and China hustling for gold and silver—and leaving everyone else in the dust. But the European Union sees things differently.
California Calling
The Golden State is a heavyweight when it comes to fighting climate change and setting tech policy. It is time European leaders found their way to Sacramento. California is the fifth largest economy in the world and in recent years it has been pioneering a new brand of diplomacy, first on climate change and now increasingly on tech policy.
A US-UK free trade agreement can hold the Kremlin to account
This month’s crackdown in Moscow underscores the Kremlin’s message to all potential sources of dissent: Vladimir PutinVladimir Vladimirovich PutinAs Buttigieg rises, Biden is still the target Yang jokes first thing he'd say to Putin as president is 'Sorry I beat your guy' Biden: Impeachment hearings show 'Trump doesn't want me to be the nominee' MORE is prepared to ruthlessly pursue his opponents, both at home and abroad.

Helsinki and NATO show we need a Trump containment strategy to protect us and our allies
Helsinki was a clarifying moment. Congress and the world need a Trump containment strategy, or we'll be living with the global wreckage for generations. President Donald Trump’s trans-Atlantic diplomacy this month makes clear that he is the single greatest source of uncertainty on the world stage.
Entering the Ice Age
Much has been written about US President Donald Trump ripping up the rules of world trade. The real picture is more nuanced—and Berlin’s and Beijing’s free trade evangelism self-serving. In the past 16 months, the Trump administration has taken a wrecking ball to the global trade order.
The Systemic Partnership
Twelve miles outside of Paris lies the suburb of Saclay. Its hilly terrain was created when, in 1670, the French monarch’s engineers used the village as a base of a hydraulics network to connect Louis XIV’s Versailles with running water. That marvel of technological innovation—on par with the majesty of the Sun King’s palace itself—remains part of Saclay’s identity: the fusion of technology with power.
What Germany Needs To Do Next … On Three Top Priorities
Reform education by halving class sizes, cancel the Nord Stream 2 pipeline project, and be honest about strategic realities. Voters have given you another term as the leader of Germany, and since no one expects you to run again in 2021, you are free now. You can do daring things without giving too much heed to the latest poll numbers. Here are my three suggestions for an agenda that will make you my hero.
The fourth-term challenge
Germany’s election was supposed to be a sedate affair. Angela Merkel would be confirmed as Chancellor. The German people, happy with brisk growth, 4% unemployment, and a high trade surplus, were supposed to rubber stamp their satisfaction with the status quo. Chancellor Merkel’s moment of peril in 2015 — when her open door policy brought more than 900,000 asylum seekers to Germany — had passed. Ms. Merkel thought so too.
A Bad, Very Bad Trip
US president Donald Trump heaped further scorn upon Germany before last week’s NATO summit. With parliamentary elections coming up in France and Germany, he will become the perfect foil – and Chancellor Angela Merkel has already launched the first shot.
Germany Strengthens Its Cyber Defense
Amid bucolic lakes on the edge of Potsdam, the Prussian garrison city of Frederick the Great, sits the Hasso Plattner Institute, an IT research center named after the founder of the German software company SAP. Here Germany’s leading cyber warriors, industrialists, and intelligence officials gather once a year to talk about the digital threat landscape.
Merkel's visit could salvage some sort of US-EU trade deal
When Chancellor Angela Merkel touches down in Washington today, she will face the new reality of U.S.-EU economic cooperation in the Trump era. Gone is her relationship with the similarly cerebral, technocratic President Obama, with whom she launched negotiations for a U.S.-EU free trade mega deal, the Transatlantic Trade and Investment Partnership (T-TIP). Days after Trump’s November election victory, the EU’s chief trade official, Cecilia Malmström, was asked whether T-TIP was dead.

How TTIP Lost Steam
Wolfsburg, in Germany’s industrial heartland, is a symbol of the country’s thriving manufacturing sector and international competitiveness. Founded in the 1930s as a planned community for German autoworkers, the city has become the country’s richest per capita. It hosts Volkswagen’s headquarters and the world’s largest auto plant and is the poster child for the country’s center-left case for an open, trade-based economy.
