Bourbon is facing a crisis of global proportions. Its domestic outlook is dim, as sales recede amid consumption declines and a serious oversupply problem. But internationally, the picture is downright bleak: According to the Distilled Spirits Council of the United States, American whiskey exports cratered by 19 percent in 2025, due in large part to declines of 57 percent in Canada, 35 percent in the European Union, and 28 percent in Japan — three of the largest markets.

So much can change in 25 years. American whiskey’s trajectory in the past quarter-century has been nothing short of extraordinary. Although bourbon and rye were cornerstones of drinking culture from the 1800s up to Prohibition and beyond, whiskey’s dominance ended in the 1970s as baby boomers turned away from older generations’ preferences en masse. The decline lasted decades. In 1999, Kentucky distillers made fewer than 500,000 barrels of bourbon, and almost no rye.

Whiskey has an oversupply problem. In both bourbon and Scotch, stocks are way up, consumption is flat to down, and many producers are responding by slowing or pausing production, temporarily closing distilleries, and, in some cases, laying off staff. For companies that buy barrels of new-make or aged American whiskey to supply their brands, prices have dropped dramatically.
