The COVID-era expanded Affordable Care Act tax subsidies were allowed to expire after 2025. Under the second Trump administration, rules governing the sale of short-term and fixed-indemnity health insurance plans have also been relaxed. Many attribute these two factors to the rising popularity of so-called "alternative" health plans — those that do not provide comprehensive coverage as mandated by the ACA and are also not subject to ACA standards.

A taxpayer's overall tax liability is more complicated than simply identifying income and applying the corresponding federal income tax rate. Instead of directly increasing ordinary income tax rates, the Internal Revenue Code adds taxes or takes away tax benefits for taxpayers with higher income levels.
