Power was restored Monday morning to about 3,600 Pacific Gas & Electric customers in San Francisco's Civic Center area and subway service resumed after the first of two planned overnight outages to repair a damaged substation. The outage was scheduled to begin at midnight Sunday and last up to 12 hours. At about 8:15 a.m. Monday, PG&E said on social media that power had been restored to all affected customers.
