Generally, private foundations (PFs) must expend at least 5% of their assets each year on grantmaking, charitable activities and other qualifying expenditures. Regardless of its accounting method, to avoid penalties, a PF typically must satisfy its minimum distribution requirement (MDR) with funds that have actually been expended, not merely pledged or promised.
