Anyone who has lived in Galveston or other low-lying parts of the county for any length of time understands a simple truth: We don't have to be in the middle of a hurricane to see water covering our streets. A strong thunderstorm, a high tide or an unfortunate combination of the two can leave intersections underwater in a matter of minutes. Street flooding is a fact of life, but a couple of simple things can make it better, or at least not a lot worse.

Families living near Shield Park have for too long had to get by on promises of a better neighborhood asset, rather than enjoying the thing itself. Meetings have been held. Plans have been drawn. Partnerships have been announced. Yet the property at 3228 Church St. has remained substandard and underused. That’s why the announcement that the city of Galveston has secured a $2 million U.S. Environmental Protection Agency Brownfields Cleanup Grant deserves more than a passing mention.
