1 Introduction A single storm can cause extreme coastal flooding over extensive areas, sometimes producing impacts on geographically disconnected or faraway areas. Multiple hurricanes (e.g., Ian 2022, Irma 2017, Idalia 2023) illustrate that even distant areas often experience extreme storm surges nearly simultaneously. Not only hurricanes, but also less severe events, can result in comparable spatial footprints (Enríquez et al., 2020).

Fast-forward to today, and in estuaries such as New York Harbor, San Francisco Bay and Miami’s Biscayne Bay – areas where rivers meet the sea – 80% to 90% of this habitat has been built over.
