In this edition of CPI Talks, we have the pleasure of speaking with Rodney Hood (former Acting Comptroller of the Currency). Thank you for sharing your time for this interview with CPI. Looking back, what principles should still guide the OCC’s approach to fintech and digital-asset innovation — and which early lessons from the “fintech charter” debate remain mos ...
Former OCC Chief Says Bank Charters Help Keep Crypto Compliant | PYMNTS.com
By PYMNTS | January 6, 2026 | Highlights FinTech and crypto firms are increasingly seeking U.S. bank charters, signaling confidence in the regulatory system and a shift toward integrating innovation within federal oversight. Innovation doesn’t remove risk; it reshapes it. New models must meet the same core standards of safety, governance and accountability as traditional banks.
Risk Management in the Fintech Age
*This article appears in the third quarter 2025 issue of Bank Director magazine. Digital assets and other innovative technologies hold tremendous potential to drive positive and transformative change within the financial services sector. In some areas, that change has already arrived — more than 50 million Americans now hold some form of cryptocurrency, and digital assets continue to represent hundreds of billions of dollars in financial activity.
Staying Ahead of Fraudsters in the Digital Age
By Rodney Hood Adriko Fraud targeting bank customers has become increasingly prevalent in today’s digital era. The most common types of fraud in the market involved phishing, smishing, and vishing, where fraudsters impersonate bank officials to extract sensitive information. For example, a customer might receive a fake SMS, WhatsApp text or email that looks identical to official bank correspondence, prompting them to input their login credentials into a fraudulent website.

2nd Trump Term Means Real Economic Progress for Black Communities
Original Article Posted By: Moritz55, 9/25/2024 6:44:49 PM In 2019, I became the first African American to lead a federal financial regulatory agency when President Trump made me Chairman of the National Credit Union Administration, the independent federal agency overseeing credit unions across the country. From that position, I had a unique view of how economic policies impacted African American workers, families, and businesses.

Toward a Stronger Future: A Departing Regulator Shares Lessons Learned from Credit Unions
By Rodney E. Hood Reflecting on my tenure at the National Credit Union Administration (NCUA), a period marked by unprecedented challenges and triumphs, I’m proud of the work we’ve accomplished to ensure the ongoing safety and soundness of the nation’s federally insured credit unions. It’s been an eventful five years, to say the least, in which we confronted a crippling global pandemic, ongoing economic uncertainty, and seemingly countless political and social challenges.
Credit unions should take advantage of NCUA's 'second chance' reforms
When I rejoined the board of the National Credit Union Administration in 2019, one of my first acts as chairman was to advance regulatory reforms to offer credit unions more flexibility in extending hiring opportunities to applicants with past...

Federal Financial Regulator Urges Congress To Act On Marijuana Banking Ahead Of Inevitable Legalization (Op-Ed)
Pennsylvania is becoming something of a hotbed for marijuana legalization legislation, with a Democratic state lawmaker on Tuesday announcing his intent to file a reform bill that he’ll be working on with a Republican senator who announced his support for the policy change a day earlier. There are also two other Pennsylvania legalization proposals that have been separately announced—one of which was formally introduced late last month and the other still being drafted. Rep.
Get to know Gary Trent Jr. and Rodney Hood, the newest Raptors
BarDown Staff Kyle Lowry is staying, but the Toronto Raptors did make a move at the trade deadline. With reports that about half of the NBA had interest in trading for him, Norman Powell has been shipped to the Portland Trail Blazers in exchange for Gary Trent Jr. and Rodney Hood. It’s going to be sad to see Norm leave, considering the near 50-40-90 season he’s having and all of the moments leading up to his role on the 2019 championship team, but his contract expires in the offseason.
Long Road Ahead With COVID, But There Are Reasons for Optimism
By Rodney E. Hood Last week, as I prepared to receive my COVID-19 vaccination, I marveled to think of how far we’ve come in just the last year. The public health emergency that arose in early 2020, spiraling into a full-on pandemic crisis by March of last year, was unlike any challenge we’d faced in recent memory. Our understanding of the virus as it spread was limited; as the sense of uncertainty and foreboding mounted, the forecasts of the pandemic’s full impact were anything but reassuring.

The ADA at 30: Celebrating the Breaking Down of Barriers & Expanding Inclusion
Source: Shutterstock Thirty years ago, on July 26, 1990, President George H.W. Bush signed into law the Americans with Disabilities Act (ADA). At the signing ceremony on the South Lawn of the White House, President Bush gracefully summarized the law’s intent: “Together we must remove the physical barriers we have created and the social barriers that we have accepted,” the president said. “For ours will never be a truly prosperous nation until all within it prosper.”
Rodney G. Hood: I experienced racism at UCSD medical school 50 years ago. There's still work to do.
As one of the first Black medical students to graduate and complete a residency at UC San Diego medical school and the UC San Diego Health system in the early 1970s, it is painful to see the lack of progress in the elimination of structural racism in medical schools and the health system. I grew up in the Black neighborhood of Roxbury, Mass., where I frequently was called the n-word whenever I ventured into non-Black areas of Boston.
Opinion | How Financial Institutions Can Help America Heal
When I was growing up in North Carolina, my father sat me down for “the talk” about how to behave should I ever find myself in an encounter with a police officer. He wanted me to understand the risks I could face as an African-American should such an encounter go the wrong way. That was more than 30 years ago.
Credit Union Overdraft Change is Sound Regulatory Policy
By Rodney E. Hood As the United States continues its fight against COVID-19, we must also work to contain the pandemic’s substantial damage to our economy. A key tool in this regard is regulatory reform. The National Credit Union Administration (NCUA) has led the way on rethinking and modifying burdensome and outdated rules that hamper economic recovery for the credit union industry.
Commentary: Why so many black Americans are dying from COVID-19 and how to make health care equitable
Evidence suggests that during the early phase of the coronavirus pandemic, blacks are suffering the greatest death rates compared to all other ethnic groups. Why? I can assure you that the coronavirus does not discriminate based upon skin color or ethnicity. Instead, it has a predilection for populations with the highest rates of chronic diseases, poor access to health care and too little information from trusted sources.
Upsides of bank sales to credit unions
NCUA Chairman Rodney Hood In December, I testified before the House Financial Services Committee in my capacity as a financial industry regulator. During questioning, several committee members noted the trend, recently reported in the media, of credit unions “acquiring” banks. I was glad to take those questions, as I welcomed the opportunity to clarify this issue. It is important to clear up the most common misperception of these transactions.
Improved Payday Loan Rules for CUs Will Help Underserved Americans Enter Financial Mainstream
Expert Opinion The NCUA is making it a priority to help underserved consumers avoid punishing cycles of debt. Image: Shutterstock. Last year, an FDIC report detailed how tens of millions of Americans lack access to safe, reliable financial services like checking and savings accounts. These “unbanked” and “underbanked” Americans often live on the precarious edge of financial emergency; an unexpected job loss, auto repair or health emergency can be catastrophic.

Hemp or pot: What’s the difference? The hemp industry is no stranger to Kentucky. How well do you know your cannabis? By Up Next The hemp industry is no stranger to Kentucky. How well do you know your cannabis? Raising Threshold for Property Appraisals Will Boost CU Lending in Hard-Pressed Areas
By Rodney E. Hood In underserved and rural areas of the United States, entrepreneurs have a pressing need for business loans. The question is: what’s the best mechanism for putting more money into the hands of those who can make a difference by launching business ventures, creating jobs, and driving economic growth? There’s no simple answer to that question.
What medallion owners deserve: Finding individual solutions to the taxi financial crisis
Is help on the way? (Luiz C. Ribeiro/for New York Daily News) The turmoil in the city’s taxi industry and the crisis drivers face as they struggle to pay loans secured by their taxi medallions is a matter of deep concern. Many medallion holders and their families are under severe strain, both financially and emotionally, as a result.
