Carry-on bags to be free on all EU flights

Apparently, according to a new EU Parliament ruling, hand luggage will be included in the price of an airline ticket. The ruling will take effect in 2027, and airlines will be required to include both a carry-on bag and a personal item in the ticket price on all EU flights, eliminating the current carry-on fees. Now, I am not sure how this will work in practice.

One sunny morning during my autumn stay in Paris, I came across a pink-and-white café that looked straight out of a magical world. The decorations inside and outside resembled sweets, chocolate, cotton candy, and candy canes. Mysteriously, there was no one inside, though the door was open. I sat at a table by the window, admiring the pink and white flowers in red flower pots outside.
