KENNER, La. (WVUE) - Kenner Police Chief Keith Conley said the city took a “gut punch” Thursday morning as Arthur’s remnants dumped several inches of rain in less than two hours, flooding roads, stalling dozens of vehicles and briefly cutting off access near the airport. Conley said conditions had “drastically improved” by late morning, but the storm overwhelmed parts of the city before water began to recede. “Kenner got a gut punch,” Conley said.
