SALEM, Ore. (KATU) — If you sit through a criminal case docket in most Oregon circuit courts, you are likely to see at least one or two misdemeanor charges dismissed because a judge finds the defendant likely would not be able to aid and assist in their defense, and a current federal ruling does not allow people charged with misdemeanors to be admitted to the state hospital for restoration.
