It's because you'd be forced to break other rules. Say $\frac 10=j$. Then $$\frac jjj=j$$ $$\frac {\frac 10}{\frac 10}\frac 10=\frac 10$$ Actually do out the fractional division first and you get $$\frac 00=\frac 10$$ $$0=1$$ You can prove, once you've introduced this number, that all numbers are equal. So you've inadvertently collapsed the whole number line, in a sense.
