LITTLE ROCK, Ark. — An 18-year-old Mississippi County woman is suing an Arkansas State Trooper after dash camera video captured a physical encounter during a traffic stop. Alisa Hackett was pulled over by state trooper Moisses Arellano august first after she was seen speeding with her emergency lights on. Independence County enacts data center moratorium to protect resources

New details reveal events before Arkansas trooper punched teen during arrest

We’re getting a clearer look at what led up to a controversial traffic stop in Mississippi County. Dashcam video and police reports show the moments before Arkansas State Trooper Moisses Arellano punched 18-year-old Alisa Hackett during an arrest. According to Arellano’s report, he found a cold bottle of liquor in the vehicle during the traffic stop. While writing citations, Arellano contacted a sergeant who had stopped Hackett days earlier.
