JEFFERSON COUNTY, Ohio — The Steubenville City Charter Review Board met for the first time in a decade on Thursday. The job of the committee is to meet every 10 years and check and review the city's charter, which was voted on by voters in 1984. The board is made up of residents from various wards, picked by each councilman and the mayor. Steubenville Mayor Jerry Barilla says a lot has changed in 10 years.
