AI Or Bust
The authors are among the leaders of the Hoover Prosperity Program, which conducts evidence-based research on the institutions and policies that foster economic prosperity amid today’s public policy challenges. Artificial intelligence (AI) is the electricity of our age—already adding over $400 billion to the US economy, a figure expected to reach $4.4 trillion by 2030. Yet AI is not just a domestic phenomenon; it’s a global race.

Transport Corridors
Adam Smith famously observed a tight connection between geographic features, the extent of the market, and economic development. In recent decades, scholars have used GIS technologies applied to latitude-longitude grid cells to operationalize these hypotheses.
Cellular Sep Royalties and 5G: What Should Competition Policy Be?
Abstract: Over the last 15 years the cellular SEP market has achieved a long-run equilibrium spanning the development, deployment and use of 2G, 3G, 4G, and now 5G technologies. Cumulative royalties have converged to market values, and the market has apportioned them according to the incremental value generated by the intellectual property. In this competitive market, cellular technologies earn Ricardian rents, which are determined by the differential value that they create over alternatives.
The Impact of Geography on Long-Run Economic Development
Why do wealthy countries tend to be stable democracies? Why do levels of per capita income and democracy also correlate with a range of other development indicators, such as investments in human capital, the strength of intellectual property systems, freedom from government expropriation, and financial development? More puzzling still, how do we explain the fact that prosperous democracies are not randomly distributed across the planet, but are geographically clustered?
What Are the Foundations of Long-Run Prosperity?
The Puzzle of Prosperity In 1776, Adam Smith remarked that “China has been long one of the richest, that is, one of the most fertile, best cultivated, most industrious, and most populous countries in the world. It seems, however, to have been long stationary.”1 Smith’s insight was prescient. Within a few decades, Britain’s rapid industrialization allowed it easy victories over China in the Opium Wars.
The Battle Over Patents: History and the Politics of Innovation
We are grateful for the support of Stanford University’s Hoover Institution Working Group on Intellectual Property, Innovation, and Prosperity (Hoover IP2), which funded the series of conferences that produced this introduction and the essays it describes. We have learned an enormous amount from working with the authors of the essays: Jonathan Barnett, Christopher Beauchamp, Sean Bottomley, Gerardo Con Diaz, Alexander Galetovic, B. Zorina Khan, Victor Menaldo, and Steven Usselman.
Technology and the Market for Hypocrisy

Technology and the market for hypocrisy
No one likes hypocrisy. But if that is so, why do we observe so much of it? The answer is that there is a market for hypocrisy: There are willing producers and willing consumers; and the cost of transacting among them has fallen to nearly zero. Let us be clear about what we mean by hypocrisy. It is a false claim about one's own moral beliefs, which can be detected by observing what a person does, rather than what he says.
U.S. Should Follow Sweden's Approach on COVID-19
U.S. Should Follow Sweden's Approach on COVID-19 There is a middle ground approach to COVID-19 that does not create the lose-lose outcome now on offer from some governors. Read Full Article »
The US should follow Sweden's approach to combating COVID-19
Many governors are refusing to lift their COVID-19 shelter-in-place decrees until long lists of conditions are met. They have phrased their recalcitrance in the language of science. As California’s Gavin Newsom put it: "Science, not politics must be the guide…. We can't get ahead of ourselves .... I don't want to make a political decision. That puts people's lives at risk." As a matter of science, the governors are wrong.
A flattened curve: Now what?
Over the past month, the United States and the rest of the developed world, has locked down the vast majority of their populations in order to “flatten the curve” in the battle against COVID-19. This strategy worked; rates of growth of new infections are falling. The question facing societies around the world is “Now what?” The first-best option – vaccinate the entire population – will not be available for another year to 18 months. Societies have to choose from a menu of second-best options.
Chile's unraveling: Unregulated capitalism or ponderous government?
For more than a month, Chile has been engulfed in protests and violence, and the end is not in sight. The unrest is typically attributed to income inequality caused by “excessive free markets.” That diagnosis is wrong and will induce a response that will make matters worse. The facts are inconsistent with the excessive free market narrative reported in the international press. Chile has been governed by left-leaning presidents, two of them socialists, for 23 of the past 29 years.
The Big Deception Behind Tariffs, Geopolitics
The Big Deception Behind Tariffs, Geopolitics As parties and candidates gear up for next year's elections, all manner of claims are being made about the goals of the trade war and its effects. Basic tools of economics and political science can help adjudicate the merits of those claims. Read Full Article »

The Congressional Budget Office (CBO) released two supplemental reports in August—the first reveals budget scenarios it “did not have enough time” to include in June’s 2018 Long-Term Budget Outlook, and the second shows what needs to happen for policy makers to reach certain government debt targets.

Why Banking Systems Succeed -- And Fail
People routinely blame politics for outcomes they don’t like, often with good reason: when the dolt in the cubicle down the hall gets a promotion because he plays golf with the boss, when a powerful senator delivers pork-barrel spending to his home state, when a well-connected entrepreneur obtains millions of dollars in government subsidies to build factories that will probably never become competitive enterprises.
