ST. LOUIS, Mo. (First Alert 4) - A First Alert 4 investigation has uncovered multiple officers and employees of the North County Police Cooperative (NCPC) who have faced civil rights lawsuits or criminal charges. Most of these officers are ranked members of the department, records show. “That chief knows they can’t go anywhere else,” Justin Turley, a former NCPC corporal and K-9 handler, told First Alert 4 Investigates. Turley said NCPC has a reputation of hiring officers who have past allegations.
