(WLOS) — The National Hurricane Center has issued its first advisory on Potential Tropical Cyclone One, a system that could bring rounds of rain and thunderstorms to western North Carolina and the Upstate late this week. Current sustained winds are 30 mph. Tropical storm-force winds begin at 39 mph. Arthur is the first name on the Atlantic list this season.
