CAPE GIRARDEAU, Mo. (KFVS) - The head of the University Police Department at Southeast Missouri State now faces four criminal charges related to his conduct during the December 2025 Missouri Peace Officer License Exam given at the SEMO Police Academy. Dr. Rich Flotron is charged with two felony counts of forgery and two misdemeanor counts of purposely violating the state law governing the police licensing exam. According to online court records, he’ll be in court on Thursday morning, July 16.
