One of Portland's most popular food cart pods is dealing with a crime problem that operators say continues despite citywide progress in reducing retail theft. Managers at The Heist Food Cart Pod in Southeast Portland's Woodstock neighborhood say a burglar has repeatedly targeted the property after business hours, leaving vendors frustrated and calling for more police attention. "It feels like a crime of opportunity," said Emily Hargadine, district manager for The Heist.
